1992 Eagle Talon:
Removing and/or Adjusting the Throttle Cable
Removal procedure:

Remove the two bolts that attach the throttle cable to the intake plenum (10mm wrench). Yes, one of mine is broken...don't ask (that's actually why I was making the adjustment--to remove the broken piece of bolt from the plenum and replace the existing bolt with a new one before it breaks).

Remove the throttle cable ball end from the throttle body.

Remove the throttle cable from the accelerator pedal (this is a bit of a pain, but there's no real trick to it...just keep working it until the ball end and plastic retainer pops out of the accelerator pedal).
pics - Installation is the same process, only in reverse. There's a ground wire attached to the plenum by one of the throttle cable attach bolts. Don't forget to reattach it!

Once you have reinstalled the cable, adjust the tension on the throttle cable by pulling the throttle cable until there is no more slack in the throttle cable. It should be tight enough that there is no excess play in the cable (3/64" to 1/8" play with slight finger pressure on the cable), but not so tight that the throttle body reads the tension as a call for more gas.
pics - Now, adjust the idle set screw for approximately 700 R.P.M.
